An exception to MMC 9.10.040 shall be that permits may be obtained for the purpose of open field burning of cereal grain crops where the applicant intends to plant seed crops other than cereal grains which require clean sanitation for proper cultivation. Before an applicant may receive a permit to burn in these circumstances, he or she must satisfy the City Council that it is necessary to sanitize his or her acreage or have the same inspected by appropriate persons for the purpose of determining the necessity.
