In addition to those provisions which apply to streets and sidewalks owned by the City, the City may do the following with regard to streets not owned by the City.

(1) The City may include in any sidewalk improvement district within the City all county roads or State highways, or any part thereof, which are located within the improvement district. It may cause to be built on the county road or State highway, or portions thereof within the improvement district, sidewalks for pedestrian travel and it may assess the cost thereof upon the property benefit in the manner provided herein.

(2) The City may construct, improve, maintain and repair any street, the roadway of which is along, or along and partly without, or partly within and partly without the boundaries of the City, and it can purchase land within and without the boundaries of the City for roadway purposes. The City may condemn land for that purpose, and must pay the value thereof prior to taking possession. (Ord. 22 § 6, passed 12-14-1976; Code 2014 § 34.21)
