(1) Frontage associated with existing homes, as of the effective date of the ordinance codified in this chapter, shall be exempt from connection charges. In the case of a land partition or subdivision, connection charges shall be exempted for only the lot/parcel containing the existing home. All other parcels/lots are not exempted. Any change in use which requires improvements to the property will require connection charges.

(2) In cases where new parcels are created which extend behind an existing home (such as flag lots), connection charges shall be based on the entire width of the newly created parcel(s), measured at the widest point, or the entire road frontage of the property being divided, whichever is less.
