If the sanitary sewer, water distribution facility, storm drain, and/or improved street is to be utilized pursuant to any activity involving a land division or land use approval through a site plan review or conditional use, the amount of the applicable connection charge shall be paid, in full, prior to the signing of the final plat or exercise of the land use approval.
