(1) If the City Council has determined that the City shall pay for the costs and expenses of the above described clearing of ditches, waterways or watercourses, then the property owner or owners shall not be assessed the same.

(2) Should the Council determine that the same shall be paid for in part or whole thereof by the owner or owners of said property, then the cost thereof shall be assessed to said owner or owners.

(3) Should the Council so determine to assess the owner or owners of real property, then the City shall give notice specifying the date, the time and place for the City Council to hear and consider objections or remonstrances to the proposed by any parties aggrieved.

(4) If after such hearing the City Council determines that the cost shall be assessed to the property owner or owners, the City Council shall determine whether the property benefitted by the improvement shall bear all or a portion of the costs following:
