Notwithstanding prohibition against the use or possession of alcoholic beverages in City parks set forth in other ordinances of the City, the City Manager shall have the right to issue a special permit for the use and possession of alcoholic beverages in the park which contain not more than eight and one-half percent alcohol by volume, including, but not limited to, flavored, sparkling, or carbonated cider (commonly known as cider), beer, and wine.
