The grantee shall maintain and operate an adequate system for the distribution of telephone and communication service in the City and the facilities of the grantee shall at all times be maintained in a safe, substantial and workmanlike manner. Subject to the jurisdiction of the Oregon Public Utility Commission and applicable State and Federal laws and regulations, the City may provide such specifications relating thereto as may be necessary or convenient for public safety or the orderly development of the City.
