The power and authority given to the Council of the City by the Oregon Revised Statutes shall be exercised by ordinance or resolution, and a majority of all members elected to the Council may pass any ordinance or resolution not repugnant to the laws of the United States, or the Constitution or criminal laws of the State of Oregon, necessary or convenient for carrying into effect any power or authority granted to the Council.
