In the event it is necessary for the City to acquire easements, rights-of-way or access across, over or under property to be affected by the projects, and in the further event the property owners entitled to compensation for those easements, accesses or rights-of-way are willing to donate those to the City, then and in that event, the Council may, by resolution, waive the fees otherwise chargeable to property owners.
