(1) Posting notice in two public places within the City; and/or

(2) Delivering in person or by registered mail a letter of intent to the property owner or owners upon which a ditch, waterway or watercourse is located which the City has declared a necessity of clearing, a copy of a resolution by the City declaring the said necessity, and a letter describing the City’s intentions to so perform said clearance, the date the same will take place, and the date and time and place that said property owner or owners may appear and protest.
