When the Director finds that a user has violated, or continues to violate, any provision of this chapter, a wastewater discharge permit or order issued hereunder, or any other pretreatment standard or pretreatment requirement, the Director may fine such user. The amount of such administrative fine shall be not less than $250.00 per violation nor more than $2,500 per violation.
