A list of all industrial users in significant noncompliance during the 12 previous months shall be annually published by the City in the largest daily newspaper circulated in the area of the municipality or a newspaper of general circulation, summarizing the violations and enforcement action undertaken by the City. For the purpose of this section, an industrial user is in significant noncompliance if its violation meets one or more of the criteria stated under the definition of significant noncompliance in MMC 10.20.080.
