In achieving the objectives of this chapter, it shall be the policy of the City to actively support the community’s commerce and industry through accommodation, assistance and cooperation consistent with the City’s responsibility to protect the waters of the State from pollution and to secure the health, safety and welfare of the residents of the service area.
